Southern Railway celebrated the 74th Independence Day today (15.08.2020) at the Railway Stadium, Perambur, Chennai.

Shri John Thomas, General Manager, Southern Railway hoisted the National Flag in the presence of Shri Birendra Kumar, Principal Chief Security Commissioner, Principal Heads of Departments,  other officers and staff of  Southern Railway and accepted the Guard of Honour by the RPF contingents.

While addressing the gathering, General Manager praised the Covid Warriors of Southern Railway – Doctors, Nurses, Paramedical Staff, Health Staff who have been on the forefront bravely fighting the Covid Pandemic. He mentioned about the Railway Hospital, Perambur which has been showing the way to other Railway Hospitals in the treatment of this Pandemic and commended the Medical Department of Southern Railway for managing the Covid situation effectively. The recovered Railway Employees who donated plasma came in for special praise by the General Manager for saving the lives of critically Ill Covid patients.

During his  address, the General Manager briefly outlined the various performance highlights of the zone, including those done during the lockdown period especially about the various engineering works done in various divisions as well as the freight trains and Shramik Specials run during  the lockdown period.

The General Manager mentioned that utilising the lockdown period, various important works like the demolition of the 87 year old 9R bridge Elephant Gate Bridge in Chennai, Upgradation of the long pending Jolarpettai Yard, Renovation of Century old Arch Bridge in record time in Salem Division, Construction of Subway in Villupuram – Trichy Section, Doubling of Kadambur – Vanchi Maniyachi – Tattaparai and Vanchi Maniyachi – Gangaikondan sections (45 km) with Electrification, etc were done.

Shri John Thomas appreciated all the officials engaged in the conversion of Coaches, making of sanitisers, PPEs, Cots, masks  and other equipment required for battling the Pandemic. He also congratulated the Railway Officials behind the various  Innovations that have been made in Southern Railway like contactless and sensor based wash basins, Hospital Robot nicknamed Rail Mitra to cater to Covid patients in the ward, and the low cost ventilator, SWAAS made by Southern Railway Personnel.

The General Manager said that during this lockdown period, E-Office implementation has been speeded up including digitization of records. He also congratulated and appreciated all the officers supervisors and staff who were engaged in the train operations and maintenance works inspite of their personal difficulties due to lockdown.

The General Manager outlined the vital role of  Indian Railways in  nation building and appealed to all the employees to work towards making Railway and country “Atma Nirbhar” especially at the time of this Covid 19 Pandemic.

  • Good morning and my heartiest Independence Day greetings to all of you.


We are celebrating our Nation’s 74th Independence day, today in extra ordinary circumstances due to the COVID-19 pandemic. But the same has been made special with the dedication and commitment shown by each one of you in running this Railway in spite of the constraints which have come about, due to the pandemic.  My heartfelt appreciation for each one of you for your bravery and loyalty towards the Organization. On this day, I wish to convey Independence Day wishes to all of you present here and for those who are watching online. We should not forget the numerous freedom fighters whose sacrifice has helped this country achieve this freedom.  We all have an opportunity to pay tribute to them and also to work towards building our Nation.

On this occasion, first and foremost, I would like to convey my deep respect and gratitude to our ‘Covid Warriors’ Doctors, Nurses, Paramedical staff, Health staff, who have been on the forefront bravely fighting the pandemic.  Their selfless service in fighting the deadly virus, taking utmost care in treating us, guiding us to face this challenge bravely, needs the highest commendation. They have done all this inspite of the risks involved. I express my sincere thanks and gratitude to each one of them. Few of them are here with us. Let us all stand, express our solidarity and thank all the Covid warriors of SR by clapping for them.

I would like to specially mention here about Railway Hospital, Perambur which has distinguished itself in rendering exemplary service in a remarkable way showing the way to many other Railway Hospitals. I would like to congratulate the PCMD, MD/RH and her team of doctors and staff. After we started treating COVID-19 patients, our Doctors and the Construction organisation had worked hard to make ready an 80 bed COVID facility in the new Hospital with the best facilities duly taking care of the need of each and every patient.  I feel proud in stating that I have no hesitation in proclaiming that Railway Hospital, Perambur gives one of the best treatment for COVID-19 in this city and may be even in this country. Apart from Railway Hospital, Perambur, our Hospitals at Madurai and Golden Rock have also commenced treating Covid 19 patients. Accolades have poured in from various quarters, including various state government officials. I also congratulate and thank the 36 RPF personnel of Chennai Division one paramedic of Railway Hospital/Perambur and one Chief Controller of Chennai Division who after recovering from Covid 19 have come forward to donate plasma for saving the lives of critically ill Covid 19 patients. I congratulate St.John Ambulance Brigade, Scouts & Guides groups  of Southern Railway who have enthusiastically participated in various Covid volunteering activities amid the challenges.

In Southern Railway so far, a total of 969 railway employees working in headquarters, workshops and in 6 divisions, have been tested positive for COVID-19, 606 have recovered so far and 343 employees are under treatment. Unfortunately, in spite of our best efforts and treatment, 20 employees lost their lives due to COVID-19. I express my heartfelt condolences to the family members and friends of all those who have lost their lives due to this dreaded disease.

    In addition to the excellent management of COVID-19 cases by Southern Railway, our Medical Department has been consistent in providing world class health care to the employees and their dependants.  During the year 2019-20, a total of 13,781 surgeries have been performed in Southern Railway Hospitals comprising of 2790 major surgeries, 1554 special surgeries, 1461cardiac surgeries, 1986 cataract operation and 121 Neuro surgeries.  

        Southern Railway gives utmost importance to safety. Compared to 5 consequential accidents in 2018-19, only 1 consequential accident has been reported during the year 2019-20 and in 2020-21 (upto July). There was no injury or causality of any passenger.

For the first time in history of Indian Railways, all suburban, express and passenger carrying train services have stopped running for the last 4 months. However, our freight and parcel services remained uninterrupted and delivery of essential and industrial goods like Coal, Food grains, POL, Cement to various parts of our country continued, helping to maintain the supply chain and keep the economy running, when other modes of transport were in suspended condition. Your hard work and nonstop service proved very valuable and we earned lot of goodwill from the people of our Nation.

                We had also successfully run Shramik trains without any hitch, when migrant labourers were  wanting to go to their native places during the lockdown. We ran 533 Shramik trains from 1.5.2020 to 10.07.2020 in coordination with the State Govts. & carried 7,22,404 guest workers from Tamil Nadu, Kerala and Karnataka states as well as from the Union territory of Puducherry to various other States. The prompt service, planning, care, social distancing we provided to them, duly following the instructions of respective State Governments was appreciated by all. My sincere gratitude to all Officers, supervisors and staff for rendering this service.

We also transported vital goods like milk, medicine and other essential items to far flung destinations like - Milk to meet the demand of Assam Rifles and medical supplies to the people of Nagaland, both of which deserve special mention.  

In this calendar year, Southern Railway has distinguished itself in the following areas.

  • The average speed of goods train in SR has increased from 28 kmph to 43 kmph.

  • For the movement of essential commodities like groceries, medicine etc., SRly  handled 912 Parcel express trains, out of which 564 were operated exclusively by SR.

  • In Freight operations, during the lockdown period, SRly loaded 179 rakes i.e. 0.46 Million Tonnes of food grains from the delta area of Tamil Nadu.

  • Business Development Units were set up at Headquarters and in all the 6 Divisions of S.Rly, industrial clusters in Tamil Nadu and Kerala have been mapped and Analysis of Inward and Outward traffic pattern is being done. This has helped us to tap a few new streams of goods traffic.

  • Life saving medicines and medical equipments were loaded and delivered on the same day as per the demand of the medical fraternity in Tamil Nadu and Kerala.

  • Movements of Edible oil from Panambur to Lucknow, Cotton seeds from Salem to Bathinda/Hissar in 80 VPs are some of highlights of our freight operation during the lock down period.

  • Fertilizer and Iron & Steel movement have shown a significant improvement of 31% and 44 % respectively during April to July 2020 .

  • In order to evacuate Chennai Port, SRly along with CONCOR stepped up its Container movement. A total of 565 Containers rakes were loaded during Apr’20 to Jul’20, which is an increase of 57% over last year.

  • Jumbo rakes release has been increased by 23%. On an average, 1572 wagons were released daily, in spite of Covid-19 restrictions duly adhering to all the laid down safety protocols.

  • As against 93 demand VPUs loaded last year, S.Rly has loaded 263 VPUs this year.

  • As a part of our efforts to capture traffic from road to rail, 5000 T of Steel was moved from Chennai Port to BHEL/ MCN. New stream of automobile traffic was also started from Walajabad with Nissan/Renault cars in BCACBM wagons.

  • For the first time on S.Rly, two parcel express train contracts have been successfully finalized for movement from Coimbatore to Patel Nagar and Rajkot for a period of 6 years, which will result in an earning of Rs.100 Crores over 6 years.

Southern Railway has utilised the opportunity of more traffic blocks during this  lockdown period and completed many important infrastructure projects like bridge works and track works. Some of the important works completed are:-

  • The Elephant Gate Bridge, the old 9R bridge near Dr.MGR Chennai Central (ROB) which was constructed during 1933 and had become unsafe was demolished in 12 days.  This in the normal course would have resulted in a huge disruption to passenger services.  

  • Upgradation of 4 Km long Jolarpettai yard was taken up during lockdown period at a cost of Rs. 20.67 crores and completed on 21st May, 2020, utilising line/power block for 30 days.  The permanent speed restriction of 15 kmph in the complete yard has been relaxed to 105 Kmph for a run through train on the main line. 

  • Replacement of the 7 steel girders in Bridge No.92 in Chennai – Gudur section was executed in 5 days.

  • Salem Division carried out the renovation of a century- old Brick Arch Railway Bridge which was built in 1862 near Erode in a record time of 36 hours, with 4 precast boxes.

  • Construction of sub-way in lieu of LC No.235 in Villupuram- Tiruchirappalli was carried out availing a 10 hours block.

  • Doubling of Kadambur-Vanchi Maniyachchi - Tattaparai & Vanchi Maniyachchi - Gangaikondan sections (45km) with Electrification was commissioned on 15.07.2020.

  • We have also done 

  • Relaying of RCC Apron along with CTR work on PF 9 in Dr MGR Chennai Central duly suspending the line for 37 days, 

  • Repairs to CC Apron of road 1 at Erode in 15 days, 

  • Formation rehabilitation by moorum blanketing for 1m depth in Thanjavur-Thiruvarur section for 8 days, 

  • Removal of PSR from 30 kmph to 100 kmph by slewing of Track for the clearance of SOD infringement of Bridge 1450A in Dindigul-Madurai Up line. 

  • Tamping of 36 turn outs, loop lines and approaches at Shoranur, Deep Screening of Shoranur yard. 

  • During this year, 148 km of doubling, 90 km of Gauge conversion and 270 km of Railway electrification is targeted for completion.

  •  E-office has been implemented in most of the offices of SRly. More than 3.5 GBPS Internet bandwidth has been provided to meet 100% e- office working and all the online activities. Digitization of records is being done which we hope to get completed by Dec’2020.

  • All offices are being encouraged to conduct meetings online.

  • During this lockdown, as per Railway Board guidelines, we have also modified 572 coaches as COVID isolation coaches with necessary facilities for handling asymptomatic and mild symptomatic patients. Southern Railway had converted the maximum number of coaches into isolation wards amongst all other Zones in Indian Railways.

    • Golden Rock Workshop, Carriage & Wagon Workshop and Loco Workshops at Perambur started manufacturing Personal Protective Equipment - PPE suits to doctors and paramedical staff at Hospitals.

  • Workshops and Divisions in Southern Railway have made 170 Steel cots, 2.27 Lakh Masks, 345 Aprons, 29,773 litres of Sanitizer, 163 units of Pedestal operated Hands free wash Cum Sanitizer and supplied at different locations in Southern Railway.

  • I also appreciate the innovation carried out by Shri Nidheej, JE of Thiruvananthapuram Division, who designed a Robot to distribute medicines, food and water to patients and based on which, S&T workshop, Podanur has developed first robot named ‘Rail Mitra’ which was inaugurated by Hon’ble MoSR. Our S&T workshop has planned to develop 10 more industrial grade robots, aptly named RailMitra. I congratulate the team of Thiruvananthapuram Division and S&T workshop who have dedicated themselves in the design and development of this robot.  

  • Golden Rock workshop has launched Project “SWAAS” for designing and developing a Prototype Non-invasive low cost ventilator and the prototype  SWAAS 2.0 has been handed over to Railway Hospital/Perambur for functionality testing and validation by Railway Medical Professionals. I congratulate the team for their whole hearted dedication in developing the machine. Golden Rock workshops have also received a request from Malda Division of Eastern Railway to manufacture and supply two such ventilators to them.

  • Another innovation has been done by RPF technical team, who designed a movable and electronic sensor based wash basin and have successfully completed making 100 such wash basins in a short span. This was successfully completed by a team of 20 RPF personnel of various ranks. I congratulate the RPF team for developing this innovative equipment.

I would also like to congratulate and express my deep appreciation to all officers supervisors and staff who were engaged in the train operations and maintenance works inspite of their personal difficulties due to lockdown.

  • During the year 2019-20, Southern Railway’s gross earnings stood at Rs. 8571.26 crores. The passenger earnings of 2019-20 stood at Rs.4587 Crores which is a 2.3% increase compared to the previous year’s earnings.

  • For the year 2019-20 , S.Rly ran 1.02 lakh Mail and Express, 1.22 lakh Passenger services along with 2.12 lakh Suburban Services. In addition, SRly ran 1560 holiday Specials.

  • The punctuality percentage of SRly during 2019-20 was 85.1.

  • Southern Railway has achieved an originating loading of 31.76 Million Tonnes during the period from April’19-March’20 which brought in an earning of Rs.2755.38 cr.

  • Loading of POL was 10.7% more than the target and 4.4 % more than 2018-19. Similarly, loading of Fertiliser was 11 % more than 2018-19.

  • S.Rly also played an important role last year in transporting water, during the acute water shortage that Chennai city was facing during July 2019 to October 2019.

  • On infrastructure front, the doubling in Mangalore Junction-Jokatte Section (1.93km) as part of Kankanadi (Mangalore Junction)- Panambur doubling project was commissioned on 03.03.2020 along with the yard remodeling and provision of electronic interlocking at Mangalore Junction.

  • The Second Main Line of Ambalapuzha-Haripad doubling project (18.13km) was commissioned on 14.03.2020 along with yard remodeling and provision of electronic interlocking at Ambalappuzha and Haripad stations. The old line is now being altered and trains on double line will commence on the section in March 2021. 

  • Mecheri Road-Mettur Dam (12 km) section of Omalur-Mettur Dam doubling project and Gudavancheri-Singaperumalkoil section (11 km) of Tambaram-Chengalpet 3rd Line has been completed. CRS inspection is planned in last week of this month.

  • Electrification of the following sections have also been completed:

  • Cuddalore Port Jn. - Mayiladuturai Jn (70 km)

  • Thanjavur - Tiruvarur section (54.4 km)

  • Tiruvarur-Karaikkal (41.47 km)

  • Mayiladuturai Jn. - Thiruvarur Jn. (38 km).

Passenger Amenities

  • Southern Railway is always committed to provide passenger amenities to the travelling public in the stations, platforms and on trains and we have spent Rs.114.4 Cr towards improvement in ‘Passenger Amenities’ at stations during 2019-20 and in the current year 2020-21, about Rs. 76.52 Cr has already been spent till July ’2020 as against the Budget Grant of Rs.198.11Cr.

  • In order to upgrade Amenities at important Stations under Soft Upgrade Improvements, Egmore, Tiruchchirapalli Jn, Salem Jn, Palakkad Jn. Kottayam and Madurai Jn. stations are taken up with an investment of Rs.15 to 20 cr. at each station for improving Circulating area, second entry, Additional Platform shelters, Modernization of Waiting halls etc. and the works are in progress.

  • For the safe and convenient movement of Senior Citizens and Persons with Disabilities, lifts and escalators are provided progressively for inter platform transfer at all important stations. During 2019-20, 16 Lifts were commissioned and further provision of 50 lifts is under process. During 2019-20, 7 Escalators have been commissioned and Commissioning of 12 more escalators is under progress and will be commissioned during this year.

  • Out of 128 stations identified for development as Adarsh stations in Southern railway, 118 stations have been completed till March 2020. Balance 10 stations are targeted to be completed during the current financial year.

  • During 2019-20, Illumination level of 29 Stations has been made to airport standard. Further 160 Stations are targeted to be completed during 2020-21.

  • Wi-Fi facility has been provided at all 544 stations covering all important passenger stations on Southern Railway for the use of Railway Passengers.


  • 61 ROB/RUBs were completed in 2019-20 and 18 during the first 4 months of this year. 58 bridges were rehabilitated in 2019-20 and during 2020-21(upto July), 15 bridges were rehabilitated.

  • 120 Foot Over Bridges have been sanctioned under Umbrella work covering 120 Stations and they are in various stages of progress. 11 FOBs were commissioned during the previous year and 3 FOBs commissioned during the current year so far. We have also raised the platform level at 10 stations and extended the platform at 8 stations during 2019-20.

  • As per the vision of Hon’ble Minister of Railways Shri Piyush Goyalji, Southern Railway has eliminated all the unmanned LCs in its system and now it is committed to eliminate the manned LCs. During 2019-20, 88 Manned LC’s have been eliminated and during 2020-21(upto July), 20 Manned LC’s eliminated.

  • 28 permanent speed restrictions were relaxed during 2019-20 resulting in a time saving of 31 minutes.  During the current financial year, 10 Speed restrictions have been relaxed resulting in a saving of 12 minutes.

  • During the year 2019-20, 49 new 3 phase locos were commissioned in S.Rly and 43 pairs of trains are taken over on electric traction from diesel traction.

  • 44 pairs of trains are being run on Head on generation technology, thereby saving approximately 1.8 cr. litres of Diesel in a year.

  • Constant monitoring of driving technique and use of re-generative braking in 3 phase coaching locos has resulted in energy savings to an amount of Rs. 74.88 crores for the year 2019-20.

  • Southern Railway had completed 4740.51 kWp capacity Solar roof top plants up to July’2020. The energy generated through solar plants for the year 2019-20 is 4.05 million units  which has resulted in a savings of Rs.2.03 Crores. Further provision of 2690 KWp capacity solar roof top panels is under progress comprising 1600 kWP at Perambur and 1000 kWp at Golden Rock workshop.

  • During 2020-21 (up to June’20) 6.419 million units has been generated through wind mills.


  • New state of the art Electronic Interlocking System conforming to latest International safety standards has been provided at 6 stations on Southern Railway during the financial year 2020-21 bringing the total number of stations with Electronic Interlocking to 186 stations so far.

  • In order to enhance safety of train operations at Level Crossing gates – 16 LC gates were interlocked with signals during the current financial year till July2020. During the 2019-20 a total of 75 gates were interlocked of which 6 had train vehicle units more than 50,000.


  • For transporting Automobiles by Rail, S Rly has converted so far 132 old coaches into New Modified Coaches (NMG).

  • 99.74% work of providing Bio-Toilets in 7007 coaches out of 7025 Coaches was completed.

  • Tiruchchirappalli Jn has achieved the ‘GreenCo Gold’ rating of Indian Green Building Council awarded by CII Confederation Of Indian Industries.

  • Temperature setting of AC coaches is being set to maintain around 25 deg C as a COVID-19 preventive measure.

  • Fresh air volume of AC coaches is being increased from 0.25 m3 to 0.35 m3 per minute per passenger in all AC coaches and 12 air changes per hour is being ensured, which is  the norm advised by CPWD for ultimate exposure areas like hospitals and isolation wards.


  • Southern Railway stood first among all Zonal Railways and Production Units in the overall availability of stores items during 2019-20 and SR has bagged the Stores shield for the year 2019-20 along with South Central Railway for the overall performance. I congratulate PCMM Shri K. Shanmugaraj who is also working as AGM and his team of officers and staff for the splendid performance to get the award.

  • During the year 2019-20, the scrap sale was ₹283.87 Cr. This is higher by 2.97% when compared to that of previous year, which was₹275.68 Cr.


  • A total of 3,929 and 252 recruitments were made through RRBs and RRC during the year 2019-20 and 2020-21 (upto 01.08.2020) respectively.

  • 329 (276 in 2019-20 & 53 in 2020-21) appointments have been given on Compassionate Grounds from 01.04.2019 upto 01.08.2020.

  • During the Covid-19 pandemic, where the administrative offices were closed and later started working with minimum employees, all efforts were made to call for applications and finalized using on line procedures and offers given to 40 Contract Medical Practitioners as well as 126 para medical staff on contract basis since April 2020.

  • During the lock down period, settlement dues were arranged without any delay for all 1238 employees who retired since March 2020.


Our RPF personnel under the leadership of Shri Birendra Kumar, PCSC have been continuously doing exemplary services by providing adequate security to the passengers, trains and stations as well as protecting the assets of Railways.  I would like to share with you some of the achievements of RPF.

  • During the period from Apr-2019– July-2020, 553 persons were arrested in 400 cases with seizure of stolen Railway property valued at Rs.24.57 lakhs. In addition, 84353 defaulters were arrested and prosecuted under various sections of Railways Act-1989 with a realization of fine of Rs.2.75 Crores.

  • During the period from April 2019-July 2020, 496 touts were arrested and railway reservation Tickets seized valued at Rs.1.73 crores. 58,559 persons were apprehended for littering in Railway Premises and levied on cumulative fine amount of Rs.1.31 crores.

  • 354 criminals were also arrested who were involved in theft of passengers’ belongings and other passenger related crime.

  • The swift action of Our RPF personnel has helped and saved the precious lives of 15 persons from the jaw of deaths. In addition, 371 missing persons including women were traced out during the year 2019-20.  2119 runaway/ destitute children have also been rescued and handed over to their parents during the period from Apr-2019–July-2020.


  • During the year 2019-20, Vigilance has conducted 2914 preventive checks and 3 successful departmental checks. SDGM & Vigilance officers personally supervised 116 preventive checks at various field units and in trains.

  • In order to make the system more transparent and foolproof, 23 system improvements were suggested. To bring about greater degree of awareness amongst the employees 69 training/awareness programmes were conducted by Vigilance. In addition, 82 seminar/Awareness programmes were also conducted during Vigilance Awareness Week.

On this august occasion, I would like to make a special mention about the contribution of Dr.Bina John, President, SRWWO and her team for their various activities towards the welfare of Railway employees and their family members. In the recent past they have taken initiatives in helping patients at Railway Hospital and assisting special children at ‘Ashraya’.

I would like to convey my independence wishes to all the Sportspersons of SR. 

Our employees are the backbone of every achievement of this Railway. At this time of pandemic, during lockdown, with all of your wholehearted support and dedication, I see Southern Railway seeing greater new heights. I express my sincere gratitude and congratulate all Officers, supervisors and Staff of SRy for their exemplary performance.

I also thank our recognised union and associations who have always supported us in our endeavours. 

As the entire world is reeling under the threat of COVID 19 and its effect on economy, on May 12th, our Hon’ble Prime Minister, Shri. Narendra Modi Ji, announced “Atmanirbhar Bharat” a special economic package of Rs. 20 lakh crore (equivalent to 10% of India’s GDP) with the aim of making the country self reliant against the tough competition in the global supply chain and to help in empowering the poor sections, labourers and migrants who have been adversely affected by COVID with special impetus on various financial and economic reforms such as Increase in borrowing limits, Collateral free loans for businesses, Schemes for NBFCs, Employee Provident Fund, Statutory PF contribution, Disallowing global tenders, Reduction in TDS and TCS rates, Ease of doing business for corporate, Concessional Credit Boost to farmers, Emergency working capital for farmers etc.

Indian Railways has been determined to play a vital role in the nation building towards the direction of ‘Atma nirbhar’, I request all of our employees to work towards making our Railway and country ‘Atma nirbhar’.

COVID-19 pandemic has completely altered the way of life for of all of us.  Yet it has given us an opportunity to practice a systematic way of life and taught us to be vigilant.  We, as responsible citizens should invariably follow the guidelines issued by Govt of India from time to time to overcome this pandemic. 

Let us all stand united and steadfast to achieve all our goals and make a resolve on this Independence Day to march ahead to take our country to new heights, which would be a real tribute to all freedom fighters of our Nation.
